In a crowd of 3,000 spectators surrounding the Washington Monument, President Thornton and family share a fun night watching the July 4th holiday fireworks. As they leave the field to walk to the White House, an explosion is heard from the direction of the FBI building.

The President, his stepdaughter KC, and her friend Marshall join the fire department in the investigation. Marshall shares his knowledge of rockets, 'they won't fly if they're lying flat when you light them. You have to set them in a special holder or stick them in the ground.' This leads to the conclusion that the active rocket wasn't an accident from a spark of the fireworks display, but was purposely set on fire to fly out of the building window.

Talking with the FBI building's guard Joe Cellucci, KC and Marshall find that a pizza delivery was made to Lawson Rinkel, who works late on Friday nights. On a hunch, KC and Marshall locate the only place that uses red pizza boxes. But no one with blonde dreadlocks and a leopard tattoo (the guard's description of the delivery person) is employed at Red's Pizza parlor. When KC goes into the post office, she and Marshall look at the Most Wanted posters, and notice a man similar to someone they saw with Mr. Rinkel ...
