As this episode opens, Vera is still brooding over the death of young DC Holly Clarke in the previous one. This time, a man walking his dog finds the body of young Josh Woodburn near a home for troubled teens in the coastal village of Longwater. Josh didn't show up for work there the previous night. At the same time, a resident of the home, fourteen-year-old Chloe Spence, has disappeared. Is she another victim, the killer, or did she flee after witnessing the crime? Vera and Joe investigate, along with a new team member, Rosie Bell, who is very different from Holly. Searching for Chloe, they find a second body. They follow the money trail. Turns out that Josh was making a documentary about private children's homes and turned up unsavory facts about their focus on profit rather than care.
