Its lead, Rowan Winterbourne, lives in an isolated California lighthouse near Offbeat Bay, where she hides from the arms dealer, Gregory Torval, who murdered her mother and has targeted her as well. Attractive Joe Grantham shows up at the lighthouse, on his own mission. He blackmails her into helping him with it, at great risk. They attend Torval's birthday party on his private island, where she will distract the crime lord while Grantham steals an electronic address book. There, Rowan finds a surprising ally and a vicious enemy - and a shocking secret is revealed about her own past. The story goes back and forth in time, showing what led to all this, and then explodes into violence. There's an escape by hot air balloon, a recovery and another violent confrontation back at the lighthouse before Rowan and Joe reunite once more.
