Lottie is trying to set up a new regional law-enforcement center. When Frank Simon of the KBI inserts a forensic psychologist into her group without her approval, she is more than ticked off - the new man turns out to be full of little more than braggadocio and proves an impediment to her carefully planned new center. While Lottie battles to bring her work to fruition, more murders occur, making her center even more necessary.
