iam Mulligan (great Irish name) is an investigative reporter for a newspaper. We learn that newspapers are going out of business because of the digital information available in this day and age. Mulligan is trying to save his job and his paper by bringing in a big story. His new boss doesn't want him to do this – simply wants him to report the daily happenings of the state.

ulligan follows the trail of a gigantic story on his own time. If the statistics given at this point in the story are accurate, there is a lot of money available in the underworld, to make what the underworld wants to happen. Power raises its head when money is involved. And politics is power.

Scourge of Vipers
is a fictional expose of what those who seek such power will do to gain what they consider their place in the world. Mulligan takes on the machine along with the lumps they hand out. It's a fast-moving, exciting read by Bruce DeSilva, who, the Providence Journal states, '
carves out his own noirish niche among the living legends with whom he is frequently compared
'.
