Tragic news rolls through Picketsville, VA. The residents are devastated to learn that a bomb has shattered windows up and down the main street, creating a big hole in front of the police station, and worst of all, killing Sheriff Ike Schwartz.

Ike's friends and the police department personnel as well as his wife Ruth, who is president of the local college, cannot envision life without Ike. Charlie Garland, his titular boss and good friend, prepares to mourn Ike. Little does Charlie or the whole town realize that Ike was not killed and is hiding out! He does not want to alert whoever had the intention of killing him and giving that person a second chance.

Ruth is told and goes into hiding with Ike. Those investigating the bombing go as far as a small town in Idaho. There, a man by the name of Martin Pangborn, who is head of a radical militia known as the Fifty-first Star, has avoided police agencies by virtue of his immense wealth. He buys off where necessary and lives his life behind fencing, with guards and trained dogs. What else goes on behind that fencing?
