omeone calling themself Collatinus writes seditious letters to the 1813 press in London, attacking the Prince Regent, and also hoping to avenge the death of N.D. (a mysterious beauty) and to unmask her murderer as well as her identity. Now a Tory newspaper editor has been stabbed to death while writing a reply to the latest round of Collatinus's ledtters.

enelope Wolfe's father wrote as Collatinus twenty years before, and had to flee London and accusations of treason and murder. Now with new letters showing up, she's afraid for her father. Penelope turns to lawyer Edward Buckler and Bow Street Runner John Chase. They begin to search for N. D.'s murderer and her missing memoir. They investigate Royal scandal as well as the reclusive wife of the murdered editor.
